What UPSC is at present doing is wrong,
but I feel that the present system is actually a little advantageous... and there are few hidden benefits here......
That is they are giving the preference of getting a seat in either Open Quota or in one of the reserved category.
The only problem is that the candidates should be exposed to the intricacies of this system.
In Tamil Nadu Post Graduate Medical Entrance Exam, for example, a candidate can choose a seat under 4 quotas
1. Open
2. Service
3. BC
4. BC Service
(this is a much more complicated system than the two options
1. OC
2. BC
or
1. Open
2. Service)
As some one dealing with this system for a long time, though it leads to less number of seats (Quanity) the BC andMBC get Good Seats (Quality)
Assume there are 300 vacancies for UPSC Civil Services (100 IAS. 100 IPS and 100 IFS)
Imagine only SC reservation of 15 %
For example, if this system is not in place, we may have more than 45 IFS Officers
Because of this system we have 15 IAS, 15 IPS and 15 IFS officers from SC Candidates
(This numerical data is for easy understanding only)
Because
If ALL the students are automatically enrolled in the reserved category, the Open Competition becomes other castes (that is what happening in UPSC at present) This is a wrong method
Also note that
If ALL the students who get a rank in the general rank list for the open seats are automatically brought into Open Category, then a student may not get a seat of his choice. This happened (by mistake)in TNPSC 1999. Since TNPSC Followed a rolling roster, BC Students who got more marks and qualified in the Open Quota were called for counselling LATER than BC Students who get less marks, but got to the first in the BC list. When counselling was called for in the order of 1 OC, 1 BC, 1 MBC and 1 SC, the student who got less marks and was first in the list got a good option, where as one (BC) who got better marks but was in the last place in OC list was made to compete with the BC student who was last in the BC List. This mistake was pointed out and it was rectified (I did not suffer when I got selected in TNPSC 2003) At present they follow the 100 point rolling roster at the time of appointment and allot a permanent seniority number which is the BEST System. I will explain this method (100 point rolling roster) later in another post
Of course, if UPSC Can follow what we do in Tamil Nadu (In Tamil Nadu PG - by allowing the student to select his option, and in TNPSC - by rolling roster so that a BC candidate is alloted either BC Seat or OC Seat in such a way that he gets the senior most position he will get in either seat) that will be the best.

I respect your critic liberties but it's VERY BIASED one and that can be ridiculed by anybody.
I do not understand how come people like you would have no senses watching Rajini/Vijay and the likes, become all of a sudden so intelligent to advice Kamal/Gautam and the likes - how to make movies??
Why don't you let your conscience live for at least once in a while?!!
Anyway the grand reception that the movie had received proves that people of Tamil Nadu still manage to respect good/sincere movies at least once in a while!!! That's the answer for your stupid view!
